Meaning of build-up

Estimating is done at lower levels with results rolled up to produce higher-level estimates, often at the lowest definable level at which data exist. Elements of this method could include standards, time and motion studies, well defined work flow, variance factors, parts lists, lot size and program schedule considerations, program stage, and support labor. Build-ups require a drawing, site survey or some such detailed description to be successful. A tally of a number of analogies or expert opinions is not a build-up, it is more properly called a roll-up. Build-up is often confused with bottom up, but build-up is an estimating technique, whereas bottom up refers to whether the costs were derived at a lower level of WBS. Build-ups are always bottom up, but the converse is not always true. "Bottom up" is the correct useage, because there is only one bottom of a WBS - "bottoms up" is a drinking term.
