Meaning of concurrent budget resolution
A resolution passed by both Houses of Congress, but not requiring the signature of the President, setting forth, reaffirming, or revising the congressional Budget for a fiscal year. The CBR establishes funding Ceilings for each of the Appropriation bills, and must be adopted before legislation providing new Budget Authority, new spending authority, new Credit authority or changes in revenues or the public Debt limit is considered.
