Meaning of Doctrine

Doctrine A particular principle or tenet that is presented for acceptance or belief, such as the Public Trust Doctrine. Doctrine of Relation Nevada A water rights concept which means that a water priority is claimed as of the date of appropriation for the amount appropriated, even though a part of it may not have been put to beneficial use until a later date. More specifically, to secure the benefit of the doctrine of relation, there must be posted a notice of appropriation (which must be recorded), there must be a bona fide intention to use the water for a beneficial purpose, there must be diligence in the construction work, and the work must be completed (i.e., the waters conducted to the place of intended use). Actual application of the water is not a prerequisite to the vesting of the right. The right is complete when possession has been taken. When these requisites have been completed the right to the water relates back to the date of posting notice, in order to determine priority between conflicting claims.
