De minimis safeguards rule
De minimis safeguards rule: safeguards action may not be taken against a developing country if its share of the imports of the product concerned is less than 3%. This rule only applies if the collective share of developing countries accounting for less than 3% each of imports of the product concerned is no more than 9%.
