Netsurfer
A netsurfer is an individual who accesses the internet, whatever the location they log on from (home, work, school, internet cafes, libraries, etc.). In the annual Information and Communication technologies (or ICT) Survey conducted by INSEE, a netsurfer is an individual aged 15 or over who declares, on the day of the survey, that they have used the internet in the course of the previous three months. This survey follows on from the variable parts of the Permanent Living Conditions Survey (EPCV) in which a netsurfer was a person declaring, on the day of the survey, that they had used the internet in the course of the previous month.
